Annual Bell Testing Payment

Looking at the record it seems that a payment was not made for much of 1909 for bell testing.

Further research will be necessary to unravel this.

Without regular testing the crew and the Captain would soon have noticed this, so it seems unlikely that this lapse would have occurred in reality.
